OLD LYME INLAND WETLANDS AND WATERCOURSES COMMISSION
JULY 26, 2016
PRESENT WERE: Skip DiCamillo, Tom Machnik, Victoria Fallon, Evan Griswold and Gary Gregory.
MINUTES OF REGULAR MEETING DATED JUNE 28, 2016
Tom Machnik made a motion to approve the Regular Meeting Minutes of May 24, 2016. Evan Griswold seconded the motion. The motion passed unanimously.
NEW BUSINESS
16-4 – KILEY-BALL – 7 MCCURDY ROAD – THE PROPOSAL IS FOR 3 ADDITIONS AND DRIVEWAY WITHIN THE 1OO FT. REVIEW AREA.
Joe Wren, P.E. with Indigo Land Design was present to discuss the proposal on behalf of the applicants. Wren noted that the commission had a presentation of the project at their June Meeting and also held a Site Walk at the site. The commission reviewed the site plan and clarified the silt fence and stock pile locations shown on the plan.
Kim Groves noted that a letter was received from Torrance Downes, Connecticut River Gateway Commission indicating due to the relatively small amount of “visual bulk” proposed to be added to the existing residential structure, and because the structure was unseen from the Duck River – it is unnecessary to have the applicant apply for a permit through the Gateway Commission.
Evan Griswold made a motion to approve the application as shown on the plan prepared by Indigo Land Design dated June 24, 2016. Gary Gregory seconded the motion. The motion passed unanimously.
16-5 – HALSEY – 98 SILL LANE –THE PROPOSAL IS FOR AN ADDITION AND SEPTIC SYSTEM WITHIN THE 100 FT. REVIEW AREA.
Joe Wren, P.E. with Indigo Land Design was present to discuss the proposal on behalf of the applicant. Wren noted the commission had a presentation of the project at their June Meeting and also held a Site Walk at the site. He noted the commission didn’t really have any concerns or questions at the site. The commission oriented themselves again with the plan and clarified some of the proposed and existing structures.
Tom Machnik made a motion to approve the plan as submitted on the plans prepared by Indigo Land Design dated June 21, 2016 revised through June 23, 2016. Gary Gregory seconded the motion. The motion passed unanimously.
16-6 – JOHN F. GRESH – 2 KATHERINE ROAD – THE PROPOSAL IS TO CONSTRUCT A BARN WITHIN THE REVIEW AREA.
Mr. Gresh submitted a letter dated July 26, 2016 formally withdrawing the application.
ROGERS LAKE WEED TREATMENT PROJECT
Skip DiCamillo reported that testing had been done at two locations on Rogers Lake. The first location is at 11 Town Woods Road and the second location is the Hains Park Well. He noted the testing was done on June 28, 2016 prior to treatment and July 13, 2016 after treatment and to date no changes have been detected.
